Consultation Paper on the Pricing Framework for Australian Residential Aged Care Services 2027–28
Overview
IHACPA has released the Consultation Paper on the Pricing Framework for Australian Residential Aged Care Services 2027–28.
We are interested in hearing from all areas of residential aged care, including:
- Aboriginal and Torres Strait Islander peoples
- providers in small regional, rural and remote areas
- culturally and linguistically diverse backgrounds
- residents and their families, carers and people representing those utilising residential aged care.
By having your say, you can help ensure our pricing and costing advice to the Australian Government meets the needs of the sector and reflects the cost of delivering care.

We have considered stakeholder feedback from previous public consultations in developing this year's focus areas.
These can be explored in the Consultation Paper on the Pricing Framework for Australian Residential Aged Care Services 2027–28 and include:
- residential respite care funding arrangements
- participation and representation in our cost collections
- refinements to how administrative and care costs are allocated
- the potential impacts of transitioning to the Aged Care Act 2024
- supplements and grants for specific care needs.

This helps us to better understand your perspective and area of interest.
- Focus on your area of expertise or specific area of interest
You do not need to answer all of the consultation questions. Good submissions often focus on a single area and all submissions are valuable to us.
- Provide evidence to support your recommendations, if possible
Responses that are well-reasoned and supported by references or data are the most effective.
What happens next
IHACPA will use the feedback gathered to develop the Pricing Framework for Australian Residential Aged Care Services 2027–28 and our pricing and costing advice to government.

Submissions are open until 5pm AEST Friday 21 August 2026.
Submissions to the consultation paper
Please note: Unless you specifically request that your submission or parts of your submission should not be released, all submissions will be published. We retain the right not to publish any submissions, or part thereof, where we consider it appropriate to do so.
Personally identifying information will be removed from submissions before publication. Your information will be stored securely and used in accordance with IHACPA’s Privacy Policy.
