Pricing Framework for Australian Public Hospital Services 2027–28

Overview

The Consultation Paper on the Pricing Framework for Australian Public Hospital Services 2027–28 is now open for feedback.

We encourage submissions from public hospitals and local hospital networks, professional and clinical peak bodies, health sector organisations, government agencies, and the broader community.

Your feedback will help support transparent, evidence-based pricing decisions informed by stakeholder feedback, data analysis and system-wide engagement.

This year’s consultation seeks feedback on key policy areas, including:

  • revising the IHACPA Pricing Guidelines to reflect the new Addendum to the National Health Reform Agreement 2026–31
  • defining and measuring ‘value’ for pricing purposes
  • maintaining pricing stability and mitigating unintended volatility
  • pricing posthumous organ procurement using the new ADRG A16 Posthumous organ procurement.

Tips for making a submission

1. Provide information about yourself and your role in the healthcare sector

This helps us to better understand your perspective and area of interest.

2. Focus on your area of expertise or specific area of interest

You do not need to answer all consultation questions. Good submissions often focus on a single area and all submissions are valuable to us.

3. Provide evidence to support your recommendations, if possible

Responses that are well-reasoned and supported by references or data are the most effective.

What happens next

The pricing framework is revised and published each year. It outlines the policies that underpin the national efficient price and national efficient cost determinations for the following financial year.

Stakeholder feedback will help inform the development of the Pricing Framework for Australian Public Hospital Services 2027–28.

Submissions are open until 5pm AEST Friday 12 June 2026.

Please note: Unless you specifically request that your submission or parts of your submission should not be released, all submissions will be published. We retain the right not to publish any submissions, or part thereof, where we consider it appropriate to do so.

Personally identifying information will be removed from submissions before publication. Your information will be stored securely and used in accordance with IHACPA’s Privacy Policy.
